On the E&P committee we have found the use of outside expert evaluations to be quite useful. Outside experts are expensive, but volunteers are not able to put in the many hours that are required to do some investigations. Also, the use of outside experts who are attornies provides for shielding from discovery, which is important in some circumstances.
I would like to see the outside experts work more closely with the ACM volunteers on committees, rather than having the work go exclusively through the ACM staff. Frequently in the E&P meetings, I have gotten the impression that the volunteers are working for the staff, and not vice-versa.
