Super Intelligent AI Machines (Sims)

Most applicants for AI funding do not mention the Super Intelligent Machines that are able to analyze personalities of humans. They could, for example, analyze human facial muscles or vocal inflections to determine that someone would like to destroy their system. What could prevent leaders like Putin or Kim Jong-Un from being overtaken by such super-human personalities? Isn’t some form of world government necessary to prevent such an Orwellian state taking over the world? Should machine personalities be allowed to participate in democratic world government? If the world government is a democracy, how many machine personalities should be allowed?
