If you remove the parenthetical phrase "including ACM", this sentence becomes:
It seems like "those activities" are "independent study, conferences, seminars, and other informal or formal education."
Based on the professional organizations that I'm a member of or have knowledge of, that seems to be a true statement. But should it really be worded that way? Perhaps "are committed" should be "should be committed" (although see also the other discussions on the use of "should" throughout this document)? This doesn't make a blanket statement about what professional organizations do, but does put guidance to what is expected from a professional organization.
This comes down to the fact that I don't think the ACM is in a position to tell other professional organizations what they do or don't do, but it's OK to say what the right thing for organizations to do is.
